This is usually caused by Internet Explorer. It detects these file types as zip files and adds the ZIP extension to the file. You change the extension after it downloads. Alternatively, right-click on the link, select “Save Target As” (exact text may vary depending on the version of IE), and change the extension. This issue also affects Microsoft’s own Office files, such as XLSX and DOCX.
